In particular, the problem exists for the server named in ux2_bootstrap. (The ftp to that IP downloads rsync and DLLs well enough so the actual computer is known to be alive.) According to JP the server has been restarted and is now working. A test confirms this. Just ran ux2_bootstrap again (on my new OS/2 installation) and while it appeared to work, it didn't produce the same results as on the old system. Last time I got gcc 2.8.1 plus gcc 3.2.1 plus the Innotek port of gcc 3.2.2. This time the only gcc installed was 2.8.1 which may be OK for many purposes but is way outdated for C++ work.
