Subject:   Rsync issue or temporary outage?

Just grabbed latest ux2_bootstrap.cmd and ran it.  Rsync timed out.  
Re-running a few times didn't help.  Is this something new, or temporary?

Summary: rsync fails to connect
Description: 
I've tried several servers but rsync always times out.  In particular, the
problem exists for the server named in ux2_bootstrap.  (The ftp to that IP
downloads rsync and DLLs well enough so the actual computer is known to be
alive.) Just to ensure no dll conflict I set beginlibpath=. before running
but to no avail.
